We are currently recruiting for a Financial Support Officer in Newham.
Pay rate: PAYE 18.76 per hour/UMB 23.34 per hour
Contract duration: Temporary ongoing
Department: Financial
Purpose:
To maintain the financial health of the service by:
- The provision of high-quality financial advice to managers including financial research and investigations.
To effectively deliver financial support services by:
- To provide a range of control, and financial admin tasks delivering financial support to the service.
- Delivering an excellent support service to the FleetCare management team in the areas of procurement, payments, accounting and financial management.
- Assisting with the preparation of capital and revenue budgets, and budget monitoring.
- Taking responsibility for cash control and accounting, banking arrangements and facilities, credit and debit card arrangements and facilities, cheque reconciliation and control.
- Contributing positively to the overall wellbeing of the Council and the service.
- Act as the Fleetcare champion for Oracle One prior and post implementation.
- Ensure all suppler invoices are processed on time and liaise with Finance to ensure prompt payment.
- Produce all SLA’s on behalf of Fleet Management.
Duties:
Financial management:
- To provide financial advice and support to FleetCare management team. To advise colleagues within the service on financial control and financial management.
- To liaise with colleagues in relevant services to ensure the provision of all necessary information, required for accounting and audit purposes, and in connection with asset registers.
- To advise the FleetCare management team on requirements and procedures for budget monitoring, end of year process, audits and financial management.
- To maintain budgetary control procedures, so ensuring best use of resources and avoiding improper or inefficient practices;
- To advise the FleetCare management team of any matter that undermines the integrity of the Service budget including weaknesses in financial controls within the Service.
- To assist the FleetCare management team in the monthly budget monitor and forecast for the Service to ensure: spend is on target, high trends in spend are identified and managed, take appropriate action for any anomalies and challenges, and forecast additional spend when required i.e. overtime
- To use the principles of performance management to ensure personal and Service objectives are met or exceeded.
- To adhere to the Council’s behavioural standards and equal opportunities policy.
- To maintain financial control procedures, so ensuring best use of resources and avoiding improper or inefficient practices within the Service.
- To liaise with Finance, when required, and to respond promptly to their advice and recommendations.
- To be responsible as directed by the Assistant Transport Manager for the reconciliation of specific systems and accounts, extracting systems data where necessary.
- To contribute towards the delivery of the Council’s key objectives.
- To provide budgetary management support to the FleetCare management team which is of the highest quality, incorporating best practice and standards.
- To promote actively the Council’s policies on equal opportunities in all respects by delivering, upholding and encouraging the highest standards of behaviour;
- To undertake other duties and responsibilities of a similar nature which reflect the level of those described above that may be required by the FleetCare management team.
- To ensure all FleetCare purchase order are raised correctly.
- To ensure all invoices are passed for payment within the accepted timescales.
- To ensure all requests to purchase items are approved and completed using the Council’s relevant procurement method.
- To be a Champion for Oracle One representing Fleetcare and ensuring Fleetcare is fully prepared.
Experience:
- Experience of using financial and budgetary information
- Experience of IT applications, financial systems and there use.
- Experience of using Microsoft office packages
- Experience of organising meetings including agenda management and taking action notes.
Knowledge and Skills:
- Ability to make an effective contribution to service planning.
- Good written and verbal communication skills
- Ability to work effectively as part of a team.
- Ability to work on own initiative and manage a significant and varied workload with competing demands.
- Knowledge of the Freedom of Information Act and the Data Protection Act
- Understanding of the importance of performance management and achieving business efficiency
- Able to understand and interpret a wide range of financial data.
