We are currently recruiting for a Contracts Manager- Forensic Services in London.<\/strong><\/p>\n\n\n\n

Pay rate:<\/u> <\/strong>50,897-62,015 per annum.<\/p>\n\n\n\n

Hours: <\/u><\/strong> 9-5 as required- 36hrs per week.<\/p>\n\n\n\n

Contract duration: <\/u><\/strong>Permanent <\/p>\n\n\n\n

Department:<\/u><\/strong> Commercial \/ Procurement \/ Quantity Surveyor<\/p>\n\n\n\n

Purpose:<\/u><\/strong><\/p>\n\n\n\n

\u2022 The Contracts Manager will effectively manage Forensic Services supply contracts to deliver goods and services to the client, including the Physical Forensics Managed Services Provision contract, ensuring it meets the Standards set out in the Service Specifications.<\/p>\n\n\n\n

Duties: <\/u><\/strong><\/p>\n\n\n\n

\u2022 Effectively manage forensic services supply contracts to deliver goods and services to the client, including the Physical Forensics Managed Services Provision contract, ensuring it meets the Standards set out in the Service Specifications.<\/p>\n\n\n\n

\u2022 Proactively identify and resolve supplier and operational issues and inefficiencies.<\/p>\n\n\n\n

\u2022 Develop suppliers and ensure value for money in contracted services.<\/p>\n\n\n\n

\u2022 Identify any risk to the supply of goods and services and escalate such risks to senior leaders.<\/p>\n\n\n\n

\u2022 Work in partnership with, the Senior Commercial Contract Manager (Forensics) in the commercial management of the Physical Forensics Managed Services Provision contract.<\/p>\n\n\n\n

\u2022 Ensure that KPI reports, and management information are received in a timely manner from suppliers, and actively monitor performance against agreed service levels. This includes working with the Senior Contract Manager for significant performance issues for the Physical Forensics Managed Services Provision contract.<\/p>\n\n\n\n

\u2022 Manage contract payments and work with finance\/SSCL colleagues to ensure the appropriate commitment to expenditure is captured in Forensics financial reports including aspects delivered within the contract for non-Forensic units (HR).<\/p>\n\n\n\n

\u2022 Drive consistent contract use and compliance across the Forensic Services.<\/p>\n\n\n\n

\u2022 Act as the SPOC (single point of contact) to front line forensic staff, and capture service delivery \/dynamic supplier \/ operational issues.<\/p>\n\n\n\n

\u2022 Act as the primary liaison point between operational forensics and Forensics Directorate suppliers and escalate persistent and\/or significant performance issues or risks as appropriate.<\/p>\n\n\n\n

\u2022 Provide oversight of sourcing and contracting activity for the Forensics Directorate.<\/p>\n\n\n\n

\u2022 Keep abreast of national developments and guidelines for best practice and liaise on a national level as required.<\/p>\n\n\n\n

\u2022 Ensure performance monitoring, benefit tracking and quality reviews meets or exceeds the customers\u2019 expectations and regulatory requirements.<\/p>\n\n\n\n

\u2022 Where required, support the Head of Physical Forensics with management of the Physical Forensics Managed Services Provision contract, and other contracts as required.<\/p>\n\n\n\n

\u2022 To assist in coordinating the business requirements and drafting contract specifications from Forensics Subject Matter Experts.<\/p>\n\n\n\n

\u2022 Advise and support Forensic services with the Purchase-to-Pay (P2P) process, Finance system processes, and budget management and monitoring understanding and analysis of the budget aligned to the physical forensic contract.<\/p>\n\n\n\n

\u2022 Effective decision-making; ensuring compliance to the client\u2019s policy and processes, including MOPAC standing orders and procurement regulations.<\/p>\n\n\n\n

\u2022 Ensure that any agreements with third parties meet the objectives; including priorities and strategic objectives, and deliver value for money in terms of quality, cost, risk, and professional practice.<\/p>\n\n\n\n

\u2022 Continually improve service performance through day-to-day problem solving, leading lean continuous improvement projects, and participating in IT enabled transformation projects.<\/p>\n\n\n\n

\u2022 Understand and accept the core principles set out in the H&S Policy in relation to your role, duties and responsibilities and implement those principles and requirements in day-to-day activities.<\/p>\n\n\n\n

\u2022 Demonstrate effective visible safety leadership, understand H&S policy and lead compliance within area of responsibility. Implement the principles and requirements of H&S policy in your day-to-day activities and within the teams you work\/manage. Encourage open dialogue and feedback on safety issues.<\/p>\n\n\n\n

\u2022 Expected to work within the Forensic Service Quality Management System and actively contribute to the continuous improvement of the system by participating in quality assurance activities, engaging in internal and external audits, competence, and proficiency tests, reporting non-conformances and proposing changes to improve the system.<\/p>\n\n\n\n

Knowledge and Skills:<\/u><\/strong><\/p>\n\n\n\n

\u2022 Knowledge of Forensics, law enforcement\/criminal justice sector or similar related contracts.<\/p>\n\n\n\n

\u2022 An understanding of the procurement cycle (including P2P) and best practice to achieve value for money; continual development of contract management\/procurement methodologies and provision of advice to Forensics on commercial issues.<\/p>\n\n\n\n

\u2022 Ability to implement Continuous Improvement driving value for money through the supply chain, to provide a more efficient and effective service. Provide a responsive attitude to solving problems in a challenging environment.<\/p>\n\n\n\n

\u2022 Working collaboratively with the Senior Contract Manager (Commercial Services), demonstrate the ability to put in place contract management strategies; an understanding of Contract Law (including management of complex managed service arrangements); day-to-day contract and supplier relationship management and supplier development.<\/p>\n\n\n\n

Experience: <\/u><\/strong><\/p>\n\n\n\n

\u2022 Managing indirect and direct customers including preparing and delivering reports and presentations, including contract performance and supply chain risk assessments; managing contractual issues and ensuring robust stakeholder engagement; demonstration of strong interpersonal and influencing skills particularly with suppliers and senior managers.<\/p>\n\n\n\n

\u2022 Experience in procurement and effective sourcing, to meet business requirements and demonstrate value for money.<\/p>\n\n\n\n

\u2022 Applied experience in budget and financial management.<\/p>\n\n\n\n

\u2022 Experience of project management.<\/p>\n\n\n\n

\u2022 Applied experience of public procurement processes in accordance with Public Contract Regulations.<\/p>\n\n\n\n

Qualifications:<\/u><\/strong><\/p>\n\n\n\n

\u2022 Membership of or working towards membership of the Chartered institute of Purchasing and Suppliers.<\/p>\n\n\n\n
