We are currently recruiting a\u00a0SPOC Investigator<\/strong>\u00a0based in\u00a0Northallerton<\/strong>\u00a0on a 3-month rolling contract.<\/p>\n

Essential Requirements:<\/strong>
\nPost holders must be an Accredited SPOC.

\nDemonstrable communication and customer service skills including the ability to deal with all levels of personnel throughout the organisation in a professional manner.

\nThis role is career graded and as such is subject to a career progression training plan. Salary progression is based on a review of evidence provided against the career progression training plan.<\/p>\n

Job description:<\/strong>
\nMaintain a sound knowledge of relevant legislation, policies, procedures and Codes of Practice in relation to Investigatory Powers Act 2016, Regulation of Investigatory Powers Act 2000, Part III Police Act 1997, and Human Rights Act 1998. Together with the Manuals of Standards for the use of Surveillance and Covert Human Intelligence Sources and Accessing Communications Data.<\/p>\n

Act as First Line help desk for all matters relating to the application and authorisation process involved in Covert Policing operations and accessing of communications data, providing assistance on technical feasibility and the legality of police requests for such data to Senior Investigating Officers and applicants.<\/p>\n

To scrutinise surveillance and communications data applications to ensure compliance with both Human Rights and current legislation. (IPA\/RIPA).<\/p>\n

Act as accredited Single Point of Contact for accessing communications data from the Telecommunications Operators and Internet Service Providers by the use of online systems, ensuring that the data obtained is stored in accordance with both the code of practice and LEA policy.
\nTo review covert authorities and communications data applications to ensure compliance with both Human Rights and current legislation. To identify reportable\/recordable errors and report back to the IPCO.<\/p>\n

Receive, research and if necessary return for further development, applications for the acquisition of communications data and covert authorities submitted from applicants, determining the most appropriate means of developing the required intelligence\/evidence relevant to the investigation, from many varied sources.<\/p>\n

Maintain and update database\u2019s and filing systems in relation to all applications for authorised Covert Policing Operations.<\/p>\n

Maintain and update the review and cancellation processes in relation to all applications for the force to ensure compliance with legislation and instructions of both Authorising and Senior Responsible Officer.<\/p>\n

Liaison with outside agencies such as IPCO, OCDA, NCA and other forces in respect of appliances and good practice relating to Covert Policing Operations.<\/p>\n

To maintain awareness of all services available from the Telecommunications Operators and Internet Service Providers and is confident\/competent with levels of authority, evidence, intelligence and disclosure.<\/p>\n

Deal with the Court exhibit of retrieved data, requests for evidential statements, and as necessary attend Court proceedings in order to evidence data retrieval.<\/p>\n

Provide 24 hour on-call support for emergency situations, including immediate threat to life, and crime in action. Provide live-time advice to Senior Investigating Officers on the most effective course of action, for obtaining time critical communications data in compliance with the Data Communications Group (DCG) best practice and relevant legislation.<\/p>\n

Provide a professional service and maintain integrity when dealing with sensitive issues.
\nToprotect methods and tactics as detailed in the DCG sensitive services policy.<\/p>\n

Identify any excess data returned by service providers and ensure the Investigator is aware of this.<\/p>\n

Identify, record and if required report to IPCO any errors in data returned by TOs \/ ISPs \/ ACSPs.<\/p>\n

Work closely with the other members of the Covert Standards Unit to ensure effective knowledge sharing across the department and assist officers in the creation of Digital Media Investigation strategies. Support the Digital Media Co-Coordinator and Digital Media Investigators across the Force.<\/p>\n

Ensure applicants comply with and keep up to date with all legal obligations with respect to requests for communications data.<\/p>\n

Advise Designated Senior Officers on issues for consideration during their review of applications.<\/p>\n

Make lawful communications data submissions to TOs \/ ISPs \/ ACSPs directly or, by the use of online systems, ensuring that the data obtained is stored in accordance with both the Code of Practice and LEA policy.

\nUpon Suitable Career Progression:
\nMentor and coach less experienced members of the Covert Standards Unit, providing opportunities for development and work shadowing.
\nDesign and deliver creative and informative training packages to enhance the overall knowledge and application of the department, for the internal and external use.
\nPreparing and delivering inputs and presentations in relation to Telecommunication Officers and Internet Service Providers (TO\/ISP) services to members of NYP.
\nKeep up to date with changing\/ emerging technologies. Attend briefings and proactively disseminate relevant strategic advice to Applicants, Designated Senior Officers and Senior Investigating Officers.
\nConduct other associated tasks that are considered appropriate given the rapid changes in technology and the amendment of practices to take these into account.
