We are currently recruiting for an Independent Reviewing Officer in Manchester.

 

Pay rate: PAYE 21.23 per hour.

Contract duration: Temporary ongoing

Department: Social and Health Care

 

Duties: 

  • To review the care plans of children and young people, to ensure that they are meaningful, and child centred.
  • To ensure care planning has positive impact on outcomes for children and young people.
  • To chair reviews of care plans for looked after children, within statutory timescales.
  • To ensure that recommendations made are specific, achievable, measurable, realistic and timely.
  • To complete review minutes within statutory timescales.
  • To monitor the progression of looked after children review recommendations in between reviews.
  • To facilitate the effective participation of children and young people within the care planning process and looked after children reviews.
  • To advocate for children and young people, where appropriate support children and young people to access advocacy services.
  • To ensure that each child and young person is offered an IRO contact to discuss their care plan.
  • To facilitate the meaningful participation of parents, carers and professionals within the care planning process and reviews.
  • To promote and evidence effective permanence planning.
  • To resolve challenges arising out of the care planning process, in a strengths focused way, in line with the outcomes resolution process.
  • To highlight examples of good practice using the outcomes resolution process. To keep informed of new developments in relation to local and national policy and practice issues in relation to Looked after Children.
  • To promote the rights of children and young people in Salford.
  • To represent the Safeguarding and Quality Assurance Unit at relevant meetings.
  • To assist in the identification of training need associated with the assessment and planning for looked after children and to develop and deliver appropriate in service and multi-disciplinary training programs.
  • To work collaboratively and inclusively with colleagues, partners and members of the public ensuring equality of opportunity for everyone and eliminate direct or indirect discriminatory practices/behaviour
  • To develop and maintain excellent working relationships with service areas and external partners to ensure good practice is maintained and improved.
  • To chair child protection conferences, utilizing a restorative approach and ensuring a focus on the lived experience of children.
  • To promote the participation of children and young people in conferences and plans, including how we effective ensure that the lived experience of the child is central to all the work of the SQAU.
  • To complete case file audits as required, to complete practice observations, audit work completed and analyse the impact on the outcomes for children.
  • To undertake such additional duties as are reasonably commensurate with the level of the post.

 

Experience: 

  • To have at least 5 years post qualifying experience in social work.
  • To have experience in a supervisory role within social work.
  • Professional credibility through proven relevant experience in a similar role.
  • Experience of using a strengths focused approach to support improved outcomes for children and young people.

 

Knowledge and Skills:

  • Detailed knowledge of legislation and law in relation to children and families
  • Detailed knowledge and understanding of the implementation and management of complex casework process and procedures.
  • Ability to translate complex ideas and information into meaningful and ‘user-friendly’ information; ability to ‘tell the story’ to bring people along and ensure all audiences understand the key messages.
  • To be an excellent communicator using various mediums to achieve the best results.
  • To build strong, collaborative relationships to find creative ways to make services more sustainable and flexible.
  • Undertake effective audits of practice and ensure these impact
  • To remain positive under challenging circumstances
  • To demonstrate initiative, confidence, and personal responsibility for action especially where solutions or ways forward are not clear.
  • To be a skilled communicator who communicates with clarity, conviction and enthusiasm and can demonstrate integrity, create rapport and build trust and confidence.
  • Ability to contribute to the development of positive and supportive team working relationships.
  • To be determined and consistently persist with actions to achieve outcomes
  • To bring together multi-faceted activities and teams to improve performance and/or resolve business critical issues.
  • Analytical skills and using insight to inform change and plans.
  • Hold a current HCPC registration
  • Be committed to your own professional development.
  • Hold a recognised social work qualification
  • Excellent knowledge of Microsoft Office Systems
