We are currently recruiting a Disclosure Officer based in Lancashire on a 6-month contract.

KEY RESULT AREAS:

• Be prepared to work with minimal supervision.

• Be responsible for examining and certifying the disclosure of all material gathered during the investigation and the prompt production of accurate, comprehensive schedules for the CPS Prosecutor, either manually or by use of the HOLMES 2 system.

• Liaise with SIO, CPS and Prosecution Counsel on all aspects of the unused material in the enquiry, including justification for sensitivity classifications attributed to material and PII issues.

• To attend SIO led briefings in Major Incident Room.

• Ensure compliance and consistency as regards the ‘relevancy’ test as outlined in the Disclosure Manual and the relevant Code of Practice.

• Advise the SIO and CPS in relation to Third Party issues, evidence, continuity, and material that undermines the Prosecution case or assists the defence.

• To facilitate and supervise authorised access to unused material by defence lawyers where appropriate/if appropriate.

• To give advice, guidance, and support to the S.I.O regarding disclosure issues and ensure all Major Incident Staff appreciate the implications of disclosure rules.

• Attend conferences with Prosecuting Counsel and CPS and SIO, if and when required.

• Attend court, as required, to address issues of disclosure as they may arise, acting as a single point of contact between CPS and SIO providing support throughout to the CPS, Prosecution Counsel and Court.

• Be prepared to travel at short notice to attend meetings, address urgent issues with CPS and represent department both locally and nationally.

• To carry out any other duties which are consistent with the nature, responsibilities and grading of the post

Requirements:

Essential:

To have an understanding of The Criminal Procedure & Investigation Act 1996 and The Criminal Justice Act 2003 (Codes of Practice)
Experience of prioritising own workloads and working quickly and accurately under pressure to meet deadlines with minimum supervision
Experience of utilising a wide range of IT applications

Desirable:
Experience of interviewing and recording statements from witnesses having identified their potential contribution
Experience of working in an MIR environment on complex / protracted enquiries. Assessing large numbers of documents and scheduling those accordingly
Experience of supervision of authorised access to unused material by defence lawyers in appropriate cases
Successful completion of an E-distance learning disclosure package
Knowledge of MIRSAP procedures.
Experience of working in partnerships with other agencies
