We are currently recruiting 2 Brexit no deal SPOC to assist NPCC in the co-ordination of policing in response to the event of a no deal Brexit outcome for the following locations:
Eastern – Norfolk, Cambridgeshire, Suffolk, Essex, Bedfordshire and Hertfordshire.
Yorkshire and Humber (North Yorkshire, West Yorkshire, Humberside & South Yorkshire)
East Midlands (Derbyshire, Lincolnshire, Nottinghamshire, Leicestershire, Northamptonshire)
South Wales (Dyfed Powys, South Wales & Gwent)

This is a 12 months contract, reviewable on an annual basis. Some UK and international travel may be required.

Regional SPOC responsibilities for the unit will include:-

– Looking after a cluster of UK police forces on a regional basis, and advising on risk in their thematic areas.
– Giving regular and effective service and making recommendations to UK police forces within their geographical remit in relation to international tools available for their enquiries.
– Providing support to the ROCUs as well as their host forces.
– Developing Regional Force Coordinators in their constituent forces/ROCUs within each business area i.e. custody, frontline policing, intelligence (to be defined by Management Support and DCI Policy) to ensure that each UK police force is driving activity in the areas which have experienced loss of EU tools.
– Maintaining close working relationships with each force within their geographical remit to locally identify and train new Regional Force Coordinators.
– Attending management meetings, liaise daily with Risk/Management/Grip and Pace meetings to understand high risk/high profile cases and mitigate any identified risks.
– Raising concerns to the Central Unit of non-compliance.
– Advising and supporting Regional Force Coordinators, providing resilience to their role.
– Working with Risk Trainers to understand what training gaps exist within UK police forces and providing input to training packages.
– Continually monitoring how UK police forces within their geographical areas perform in their thematic areas. If performance or issues identified by the Regional Force Coordinators, working with UK police forces to raise awareness and rectify relevant issues.
– Identifying opportunities in which the four Coordination Units can improve its service.
– Working with stakeholders, such as the Home Office, NCA, CPS, ACRO and all other operational partners.
– Providing expertise and specialist advice in relation to foreign national offending to key internal and external stakeholders as well as Senior Leaders.
– A good working knowledge of EU law enforcement measures; SISII, EAW, ECRIS, Europol, Eurojust, etc.
– Maintaining personal responsibility for collection, recording, evaluation, information sharing, review, retention and disposal of information in compliance with procedures and legislation.

Key Skills

• This national role requires an understanding of the National Police landscape, including an understanding of how police engage and interact with other agencies, partners and stakeholders. The candidate therefore requires a good knowledge of NPCC and a thorough understanding of key stakeholders and partners i.e. Home Office, NCA, ROCUs and police forces in England, Scotland, Wales and Northern Ireland.
• Excellent verbal and written communication skills and the ability to work as part of a team.
• Ability to negotiate and influence within a challenging, executive and highly political environment.
• Ability to demonstrate an understanding of legislation and best practice relating to international criminality.
• The ability to prepare high quality written material for senior and chief officers.
• Highly self-motivated and ability to work unsupervised.
• Ability to coordinate and manage the tasks of International Crime Co-Ordination Centre from a regional operational perspective.
• Ability to provide and advice on operational procedures in order to deliver measures adopted during the transition period and post the UK’s exit from the EU.
• Knowledge and understanding of the UK Brexit Strategy and the wider government response to Brexit.

Experience
• Significant relationship and partnership skills, preferably with bodies such as NPCC and the Home Office.
• Experience of operational decision making and the factors that affect such decisions.
• Experience of working in the management of Foreign National Offenders or the various policing measures associated with international criminality.
• Extensive working knowledge of EU law enforcement measures; SISII, EAW, ECRIS, Europol, Eurojust etc.
• Experience of influencing, negotiating with, and providing challenge to management-level stakeholders.
• Experience of working on complex projects.

Desirables:
• Experience of working nationally or at a national coordination level.
• Current vetting at MV/SC level.
