About this role:

This role will be working with a company who provide driver behaviour & education course scheme on behalf of the police for road safety.
The scheme provides:
course design, review and development;
research and evaluation;
instructor, trainer, monitor and assessor training;
trainer and provider licence, issue and compliance, as well as assessment and personal development advice and guidance focused on quality and consistency;
data security with administration of the attendance process;
policy, procedure, guidance and general advice to promote consistency in the provision of scheme courses;
user and internal stakeholder liaison and guidance focused on quality.
The role of Data Analyst will lead on identifying the most appropriate data, sources of data, and metrics, to reveal trends and insight in key performance indicators, in support of business decision making and continual process improvement.

Duties and Responsibilities

Management Information
Provide advice and data to research projects as needed – on what data is available, or can be made available, from the system and how it can or cannot be used;
Manage the DORS+ Reporting processes including the requirements capture, development, implementation and continual development of reports and extracts to support Business Areas;
Specification, development and delivery of management information reports to meet the needs of the user community;
Oversee the provision of monthly DORS+ invoicing detail for the FD ensuring their accuracy, availability and lead on investigating any reconciliation issues;
Working with the Police & Course Provider Liasion Manager, ensure the scheme maintains and publishes up-to-date police and provider contact details and Force Contract / Course Cost details;
Working with the Performance Officer, provide extracts on courses (e.g. number of courses scheduled, delivered, occupancy), Trainers (course delivered etc.) and attendance (e.g. monthly attendance figures);
Working with Head of DSIM and Performance Management, provide an agreed suite of report outputs on a weekly, monthly, quarterly, and annual basis.
Working with DORS+ Service Manager to ensure that system developments include data and reporting requirements by defining and documenting reporting use cases.
Conduct detailed analysis on data used accross business units to identify relevant data sources which will assist to evaluate business processes and performance
Develop tools, techniques, metrics and reporting dashboards to provide insight and data visualisation to support business decisions and contribute to continual improvement
Working with Head of DSIM, the Learning & Course Development business area, and associate academics to analyse survey and research responses.

Data Protection, Data Security & Risk Management
Working with the Head of DSIM and the Data Protection Officer, as-sist in the Data Subject Request processes including initial fielding, logging, and categorising of requests ensuring that they are progressed within the required timelines;
Trend analysis of Data Subject Requests & Data Incidents to assist in root cause analysis to improve systems and processes;
Working with the DORS+ Service Manager and Head of DSIM, work to identify, define and track operational risks to the Services and organisation;
Contribute to maintaining the operational risk log for the Data Security & Information Management business area.

Stakeholder management
Working with Stakeholder Engagement to review Stakeholder key performance indicators to identify trends and areas of concern which may need to be escalated for further investigation;
Timely and appropriate escalation of issues to DORS+ Service Manag-er, Head of Data Security & Information Management, the Profes-sional Standards business area and the Learning & Course Develop-ment business area as required;
Develop and maintain productive relationships with interfacing part-ners including:
o Government Departments (PentiP / CRASh);
o Police Forces using locally deployed 3rd party systems;
o Course Provider Booking Systems Providers;
o 3rd party Managed Service Provides;
Accompany the Head of DSIM and/or the DORS+ Service Manager to meetings with Stakeholders providing secretariat support where nec-essary (e.g. minutes, agenda, circulating papers);
When required assist with stakeholder queries in relation to the DORS+ and MLE Managed Services – escalating issues to the DORS+ Service Manager as necessary, having gathered the necessary back-ground information.

Service Management
Develop and maintain a detailed understanding of business and sys-tem processes;
Assist in managing the day-to-day Service Transactions including (but not limited to):
o Force Contract Changes;
o Deletion Requests;
o User Management changes / queries;
o Maintaing & updating logs;
Developing & Running performance and management reports (MS Re-port Builder, SQL Scripts);
Reviewing the activities of the DORS+ Managed Service Provider to ensure that data issues are being captured and addressed according to the Service Level Agreements;
Reviewing & overseeing the activities of the Online Managed Learn-ing Environment Managed Service Provider to ensure that data issues are being captured and addressed according to the Service Level Agreement;
Analyse DORS+ and Online MLE Service Metrics and transactional da-ta to identify trends highlighting areas which may require escalation to the DORS+ Service Manager for further review;
Assist the DORS+ Service Manager in identifying and addressing deficiencies, and exploiting opportunities, in the service provided by suppliers, and to users, developing and enforcing Service Improvement Plans.

Customer Service
Provide support, when required, for queries submitted from the general public via email and/or through the website;
Identifying & analysing query trends and working with the relevant Business Leads to address the root cause of the enquiry.

Change Management
Assist the DORS+ Service Manager in documenting, reviewing and im-pact assessing Requests for Change;
Assist the DORS+ Service Manager in documenting, reviewing and maintiaing a Forward Schedule of Change & Product Roadmap;
Assist the Head of DSIM and/or DORS+ Service Manager at change board meetings (e.g. taking minutes, preparing stats & presenta-tions);
Actively participate and oversee rigorous User Acceptance Testing of new releases.

Project Management
Using structured project methodologies, and company policy, man-age development and data analysis projects effectively to ensure delivery to agreed/authorised budget, time and quality;
Working with the Head of DSIM, provide assistance and guidance to other Business Areas on systems development projects.

Qualifications and experience
Essential:
• The postholder will be required to obtain, and maintain, Level 3 clearance under the Non-Police Personnel Vetting (NPPV) scheme;
• Experience of analysing complex technical and organisational issues and making sound justifiable decisions;
• Experience of data extraction, manipulation, and visualisation to identify trends and key performance indicators to support business decisions;
• A good working knowledge of MS Report Builder and/or SQL Scripting
• PRINCE2 Foundation or a good working knowledge of structured project management methodologies;
• ITIL Foundation certificate in Service Management or a good working knowledge of service management in a structured environment;
• Excellent oral, written and presentation skills;
• Excellent working knowledge of Microsoft Office packages (Word, Excel, Powerpoint, Outlook).

Desirable:
• Educated to degree level or equivalent preferably in a relevant discipline or have significant relevant experience;
• Knowledge and/or experience of the policing and criminal justice organisations – particularly relating to Road Traffic Offences and Driver Retraining;
• Knowledge of current and emerging IT technologies and of system development methodologies;
• Experience of successful service delivery for systems in support of and to enhance business capabilities;
• Knowledge and experience of data visualisation tools (e.g. PowerBI)
• Knowledge and experience of identifying and realising business benefits.
